Chief Baker retired from his career in municipal law enforcement in 2010 after 36 years of active service. He now provides
strategic leadership and organizational development program consulting services as the Principal Consultant of his own
consulting firm, the Business of Policing. He also provides educational, motivational, and keynote speaking presentations for
both public and private organizations.
Chief Baker has over 26 years experience in developing and presenting courses and programs in
leadership, behavioral management, organizational development, and related subjects. He has
presented his programs for colleges and universities, California Department of Justice, police
academies, and law enforcement agencies. He has over 12 years experience developing, instituting
and leading organizational development and change management programs as Chief of Police for
the City of Anaheim, California, and then as Chief of Police for the City of Des Moines, Washington.
Chief Baker is considered to be a leader in developing successful strategic organizational leadership
and change management programs.
Chief Baker's educational and service achievements include: Bachelor and Master Degrees in
Psychology; Graduate Certificate in Organizational Leadership; Graduate of Federal Bureau of
Investigation (FBI) National Academy; and Graduate of the U.S. Department of Justice (USDOJ)
Command College. He holds three California college-level lifetime teaching credentials and is also a
